No, your application does not need to be "live on the web" for eValid to test it.
In fact, any URL you can type into the address field can be the basis for testing. You can use a local machine, a local server, even a local file and if the material pointed to by the URL comes back to the eValid browser as HTML then eValid will render it and...you're on the air!
