It only makes a difference if you are concerned about the reproducibility of test results, from a known starting state.

If that's a concern, then no need to worry about the contents of the cache.

If the page you are currently timing -- as you do in monitoring it -- is already loaded then you are testing only the speed of the local machine to do the loading from a local copy.

To assure you are getting actual 'over the web' data you need to make sure you really DO download the page afresh.
