There are many reasons that account for why page download times vary.
The way to understand the slowdowns is to trace the page from the server, through the outbound routers and modems, into the internet, over the internet (which may involve many different steps), into your ISP internet interface, through their routers and switches and the out their interface to you (cable or DSL or ??) and into your local LAN (if you have one) and finally into your machine, where your browser will reassemble all of the HTTP/S.
Any delays or interruptios in any of these various steps can slow down the apparent delivery speed of the page to you at your browser.
What eValid measures is the time at your browser, which is the metric of choice (the "key performance indicator") that most organizations try to optimize.
