That's a good question and we'll do our best to give you a good answer.
On an EC2 Windows 2003 running on a 64-bit machine image, we get 200+ (but see caveats)...so 200 in that case is a good number for you.
At that level of usage, the limiting factor is available RAM.
But you also need to be aware of the fact that each evalid has to take some time to load up...0.5 to 1.5 seconds per instance.
That's important because if you have a shorter LoadTest run and you are running 200 instances, then you have a risk that the first-loading eValid will have finished before the last-loading one has started. The way around this is to sync them all up, using a WaitMod command, for example.
Incidently, the EC2 instances seem to have VERY large I/O bandwidth so that factor does not seem to come into play.
