No, that would probably be an incorrect description of eValid. It's not a protocol emulator and it's not tiered in any way.

eValid is a browser that has test enablement built in. eValid operations are all "browser oriented" in the sense that the actions eValid takes are inside the browser. "Followlink" or "synchronize on visible text" or "validate some DOM element's property value". These are browser actions.

Because eValid is a complete browser is it NOT an emulator at all. And, while of course as a browser eValid handles a wide range of protocols -- every one that a browser needs to use -- it does not specifically operate at the "protocol level".
