can anyone gimme details on root cause analysis i.e. cause effect diagram
whats its purpose in when project is on hold? or if no project work

Actually, "root cause analysis" is the process of finding the single cause of multiple failures.

A "cause-effect diagram" is a picture of how various causes affect the state of a system. The states are shown as nodes and the causes label the arcs between various states. This kind of diagram is similar to that for any finite state automata.

Whether a project is on hold or not does not seem to be related to either of the above two concepts. Perhaps you could make your question clearer?
